Grant Overview

Measurement and Accountability for the Tennessee Arts Commission Individual Artist Fellowship

As the measurement and accountability specialist for the Tennessee Arts Commission's Individual Artist Fellowship, my role is to ensure that the program's impact and outcomes are rigorously evaluated and transparently reported. This prestigious grant provides unrestricted funding to individual artists across the state, aiming to support a diverse range of creative practitioners at pivotal moments in their careers.

To maintain the program's integrity and continued success, it is critical that we establish clear and comprehensive performance metrics, tracking systems, and reporting requirements. This will enable us to demonstrate the fellowship's tangible benefits, identify areas for improvement, and make data-driven decisions to optimize the program's reach and effectiveness over time.

Defining Outcomes and Key Performance Indicators

At the heart of our measurement framework are the desired outcomes for the Individual Artist Fellowship. The primary goal is to enhance the capacity of Tennessee's artists, elevating their creative practice and unlocking new opportunities for growth and impact. This can manifest in various ways, from increased artistic productivity and the creation of groundbreaking new works, to enhanced professional recognition, expanded public engagement, and improved financial stability.

To quantify these outcomes, we have identified the following key performance indicators (KPIs):

  • Number of new works created, performances/exhibitions held, and community engagement activities undertaken by fellowship recipients
  • Percentage of recipients who report an increase in their artistic productivity, public profile, and financial security
  • Number of awards, grants, commissions, and other professional accolades received by fellowship recipients
  • Percentage of recipients who collaborate with other artists, organizations, or community groups during and after the fellowship
  • Diversity metrics, such as the geographic distribution, artistic disciplines, gender, race, and socioeconomic background of fellowship recipients

Tracking and Reporting Requirements

To collect the data necessary to measure these KPIs, we have established a comprehensive tracking and reporting system for fellowship recipients. Upon accepting the award, artists will be required to sign a contract agreeing to the following:

  1. Quarterly Progress Reports: Fellows must submit detailed reports every three months outlining their artistic activities, community engagement efforts, professional achievements, and overall progress. These reports will include quantitative metrics as well as qualitative reflections on the impact of the fellowship.

  2. Annual Impact Surveys: At the end of each year, fellows will be asked to complete a comprehensive survey evaluating the fellowship's influence on their creative practice, career development, and personal/financial well-being. This will provide vital longitudinal data on the program's long-term effects.

  3. Final Narrative Report: Within 30 days of the fellowship's conclusion, each artist must submit a detailed narrative report summarizing their key accomplishments, challenges faced, lessons learned, and plans for sustaining their practice beyond the grant period.

  4. Public Presentation: As a condition of the award, fellows will be required to participate in a public event, such as an artist talk, exhibition, performance, or community workshop, to share their work and experiences with the broader public.

Compliance and Eligibility Considerations

To ensure the fairness and integrity of the selection process, the Individual Artist Fellowship has several eligibility criteria and compliance requirements that applicants must meet:

Eligibility:

  • Tennessee residency for at least one year prior to the application deadline
  • No previous receipt of a Tennessee Arts Commission Fellowship within the past five years
  • Professional artistic practice in any discipline, with a demonstrated track record of public presentation or publication

Compliance:

  • Adherence to all reporting and public presentation requirements as outlined in the fellowship contract
  • Responsible use of grant funds for approved artistic expenses only, with detailed financial documentation
  • Compliance with all applicable state and federal laws, including tax reporting and liability insurance

Failure to meet these eligibility criteria or comply with the fellowship's terms and conditions may result in the revocation of the award and the requirement to repay any funds already disbursed.

FAQs for Individual Artist Fellowship Applicants

Q: How does the Individual Artist Fellowship differ from other grants offered by the Tennessee Arts Commission? A: Unlike the Commission's project-based grants, which require specific deliverables and outcomes, the Individual Artist Fellowship provides unrestricted funding to support the artist's overall creative practice. The fellowship aims to empower artists at pivotal moments in their careers, allowing them the freedom to pursue their artistic vision without predetermined expectations.

Q: What are the key factors considered in the selection process? A: The selection panel will evaluate applicants based on the artistic merit and innovation of their work, their demonstrated commitment to their craft, and their potential to make a meaningful impact on their community and the broader arts ecosystem in Tennessee. Diversity and inclusivity are also important considerations, as the Commission seeks to support a wide range of artistic disciplines, backgrounds, and geographic regions.

Q: What are the reporting and accountability requirements for fellowship recipients? A: Fellows are required to submit quarterly progress reports, an annual impact survey, and a final narrative report detailing their accomplishments and the fellowship's influence on their practice. They must also participate in a public event to share their work with the community. Compliance with these requirements is essential, as failure to meet the terms of the fellowship may result in the revocation of the award.
